Home (Attestation) Department deals with the attestation of Certificates/Documents for use abroad or of Signature of HRD Officials in Academic Certificates to be sent to Consulate of UAE, Mumbai. Application for attesting documents can be submitted on all working days between 10.30 a.m. and 1 p.m. at the Home Department’s attestation wing located at the southern side of the Secretariat. After verification, the documents will be returned after 3 pm. Entry pass will be available from Visitor's  facilitation centres from 10.15 am onwards.

The guidelines issued for attestation of certificates and other documents from the department are given below:

1.    The applicant must submit an application in person or through his / her immediate relative. The copy of the photo identification document of the Certificate owner and applicant is to be submitted along with the application and the copy of the certificate to be attested.

2.    Applications addressed to the Additional Chief Secretary (Home) in plain paper should be submitted with a court fee stamp for Rs.10. No other fees will be levied for attestation.

3.    Documents and certificates issued by government institutions and authorities in the State alone will be attested. This includes birth, death, and marriage certificates, certificates issued by tahsildars, power of attorney, and certificates issued by educational institutions and universities, among others.

4.    To attest the marriage affidavit / certificate, it should be seperately noted in the application where the bride and groom married. For marriages held after The Kerala Registration of Common Marriage Rules that came into effect from 1.3.2008, certificates issued through local self Government institutions/certificates registered on behalf of Registrar should be submitted.

5.    Passport copy of executants and attorney must be submitted for matters related to the verification of power of attorney. (Attested copy of photo Identity card can be submitted in the absense of passport). 

6.    In case of posthumous reward, attestation of power of attorney/affidavit can be done by submitting original ownership/succession certificate or a copy of them attested by a gazzetted officer. A Power of Attorney should be prepared to mention the heirs or successors.

7.    All the certificates mentioned above must be certified by notaries practising under Notaries Act 1952 and a copy of them must be submitted.

8.    Certificates/marklists that proves educational qualification provided by Government Departments/Autonomous Institutions, approved universities, approved educational institutions, Exam Commissioner and Driving Licenses shall be attested only after a thorough enquiry from the concerned authorities. Three copies of the above mentioned certificates have to be submitted along with the application. These certificates need not be notorised.

9.    Certificates proving the educational qualifications, training, work experience etc. issued by the private institutions registered within the state are required to be counter-signed from the district authority concerned. Certificates issued by Private Hospitals need to be countersigned by District Medical Officer and Certificates issued by Private Educational Institutes need to be  counter signed by the District Education Officer (Assistant/District Education Officer, officials related to technical education etc.). Certificates issued by private institutions under the Department of Labor should be counter signed by District Officer. Counter signed documents after notary attestation should be submitted to Home Department.

10.    Certificates produced via other intermediaries / agents will not be attested.
